An is-hiring signal is the company-level fact underneath a set of reqs: this employer posted at least one role inside the window being read. It answers a yes/no question about an account rather than describing a single role, which is what makes it the signal that routes an account into a play.

Most go-to-market systems do not need the whole requisition — they need to know whether an account is in motion. An is-hiring signal is that reduction: the reqs collapse to one durable fact per company, which a CRM can store on the account record and a workflow can branch on without re-reading the underlying rows.
The fact is only as good as the attribution behind it. A company credited with hiring because a staffing agency re-posted its role, or because an aggregator kept a filled req live, is a false positive that costs a rep an outbound touch. Reading the signal close to the employer — from the board the company itself publishes through — is what keeps it worth branching on.
